Ireland – System and support services – Voluntary Ex Ante Transparency Notice - Provision of Development, Support and Licences for the National PASS System

Dublin City Council gives notice to invoke Article 32.2(b) which allows for award of contract using the negotiated procedure without prior call for competition where the works, supplies or services can only be supplied by a particular economic operator (ii) where competition is absent for technical reasons. Dublin City Council intends to award a contract to Opensky Data Systems Limited for support services for the DCC Pathway Accommodation Support System (PASS) for a period of two years with the option to extend for two further twelve month periods at a value of €1,642,090.
