Dublin City Council gives notice to invoke Article 32.2 (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons: ii) competition is absent for technical reasons. Dublin City Council intend to award a contract to Lynhams Hotel for 4 years at a value of €150,000 excl. VAT for the Provision of Training facilities for Dublin Fire Brigade Swift Water Rescue courses. The facility offers unique, privately owned access to the Glenmacnass and Avonmore Rivers, which is essential for the specialised training of Dublin Fire Brigade's Swift Water Rescue Technicians. This training equips Dublin Fire Brigade personnel with the necessary skills to perform humanitarian and life-saving operations in fast-flowing water or flood conditions within the operational area of Dublin City Council and Dublin Fire Brigade. In addition to the unique river access, the facility includes a lecture and training room, which is utilised for on-site theoretical instruction. This arrangement allows for greater time efficiency, as the entire course can be delivered on-site. The facility also provides washing and disinfection facilities for Swift Water Rescue personnel protection equipment, a critical component of the training, as rescue technicians may be exposed to leptospirosis during their operations. Further, the facility ensures the wellbeing of participants by providing hot food, drinks, and packed lunches. There is also ample parking for Dublin Fire Brigade vehicles, which are used to transport equipment and personnel to and from the training site.
