Ireland – System and support services – Direct Award of Contract for Provision of Development, Support and Licences for the National PASS System

Dublin City Council has directly awarded a contract to contract to Opensky Data Systems Limited for support services for the DCC Pathway Accommodation Support System (PASS) for a period of two years with the option to extend for two further twelve month periods at a value of €1,642,090. Dublin City Council has invoked Article 32.2(b) of Directive 2014/24/EU which allows for award of contract using the negotiated procedure without prior call for competition where the works, supplies or services can only be supplied by a particular economic operator (ii) where competition is absent for technical reasons.
